  1. I think there are many competitors for being the best IDE for C on Windows but Visual Studio will win this race. It is an IDE developed by Microsoft itself. It can be used to develop programs for Windows as well as web applications also. The environment is very elegant in looks and provides very good features. It also provides an interface for writing programs in various other languages other than C such as C++, Ruby, Python, VB, .NET etc. You can read more about it here https://www.visualstudio.com/ also you will watch the video how it will install on windows here https://www.youtube.com/watch?v=7EHJafw3djk

    DevC++ is my favorite among all. It has a cool look and feel. The main feature I like about it is its debugging tool. While running a program in debug mode, you can look upon the actual values of the variables used and remove any logical error in no time. This IDE can be used when writing small programs for its ease in using. If you read more about it and download here https://sourceforge.net/projects/orwelldevcpp/. you will watch this video before installing. I will give you the full procedure of installation from here https://www.youtube.com/watch?v=Rsuz5XkkoiA

    Code::Blocks is a free C, C++ and Fortran IDE built to meet the most demanding needs of its users. It is designed to be very extensible and fully configurable. If you read more about it and download here http://www.codeblocks.org/downloads. you will watch this video before install. I will give you the full procedure of installation here https://www.youtube.com/watch?v=MgO5XPM7pPE

    GCC is a collection of programming compilers including C, C++, Objective-C, Fortran, Java, and Ada. It is an open-source, cross-platform (Windows, Linux, MacOS), and free C/C++ IDE. It supports many compilers, such as GNU GCC (MinGW and Cygwin) and MS Visual C++. It supports interactive debugging (via GNU GDB or MS CDB). If you read more about it and download https://sourceforge.net/projects/mingw/files. you will watch this video before install. I will give you the full procedure of installation here https://www.youtube.com/watch?v=xuQL_BZydS0

    There are several other IDEs such as sublime-text which can also be used to program in many languages including C.
    Just try some of them and choose your best according to your needs and flexibility.

    I hope this might help you;);
